Here's how I remember it:
1. No more blanket, wholesale amnesty giveaways! Don't cheapen US citizenship by giving it away up front. Do give all aliens a reasonable, attainable path to citizenship.
2. Allow alien workers to cross the border for work without limitations or quotas. They would only be required to register with a 3rd party (not government) employment agency.
3. Allow employers to hire alien workers, but only though the 3rd party employment agency. Hiring alien workers directly would be illegal and would subject the business to a large dollar (not criminal) penalty. The penalty should be large enough to be a deterrent.
4. The employment agency would be required to keep track of the aliens and their documentation. Any agency fees could be paid by the employer and/or the worker
5. Once this procedure is implemented, give amnesty as it relates to crossing the border in the past. Other serious criminal convictions would have to be considered separately.
The alien workers get to work, employers get the workers they need, and illegal alien problem goes away. Also, we don't have a battle about amnesty every 10 or 20 years.
Sounds like a reasonable middle ground to me!
